FHA Streamline Refinance

An FHA Streamline Refinance replaces an existing FHA-insured mortgage with a new FHA loan using reduced documentation. HUD does not require a new appraisal, offers a non-credit-qualifying option with no credit check, and requires that the new loan deliver a net tangible benefit, such as a lower rate or a move from an adjustable to a fixed rate. Ralo is a broker, not a lender: it compares FHA-approved lenders for the streamline and earns a thin commission.

Key Features

  • ✓No new appraisal: the loan is sized from the existing FHA balance, so a drop in home value does not block it
  • ✓Non-credit-qualifying option with no credit check or income documentation; a credit-qualifying version applies when a borrower is removed
  • ✓Available after six payments on the current FHA loan, six months since the first payment due date, and 210 days since that loan closed
  • ✓The new loan must produce a net tangible benefit, defined by HUD by loan type and rate
  • ✓Cash back is capped at $500, and closing costs cannot be rolled into the new loan amount

Who Is FHA Streamline Refinance a Good Fit For?

  • Homeowners with an FHA loan who have made at least six on-time payments
  • FHA borrowers whose rate is high enough that a lower fixed rate passes the net tangible benefit test
  • FHA adjustable-rate borrowers who want a fixed rate
  • Owners whose home value has fallen and who could not refinance with a new appraisal

Requirements

Credit Score

FHA sets no minimum score for the non-credit-qualifying option; lenders may add their own overlays. Payment history on the existing loan is checked either way.

Home Equity

None required. HUD does not set a loan-to-value limit because no appraisal is taken; the new loan is capped by the outstanding balance of the FHA loan being refinanced.

Debt-to-Income

Not calculated for non-credit-qualifying streamlines. The credit-qualifying version uses full FHA underwriting.

Pros and Cons

Advantages

  • +Faster and cheaper than a full refinance: no appraisal, and often no income file
  • +Works even when the home is worth less than the loan balance
  • +Rate reduction is built into the rules: the net tangible benefit test protects the borrower
  • +Mortgage insurance on loans endorsed on or before May 31, 2009 keeps the older, lower premium schedule

Considerations

  • -Only for existing FHA loans that are current
  • -Cannot take cash out beyond $500 or finance the closing costs into the loan
  • -A new upfront mortgage insurance premium applies, partly offset by a refund of the unused prior premium
  • -Annual mortgage insurance continues; a conventional refinance may remove it once equity is high enough
